It is frustrating however when you have reached your limit as to how much barking you can stand. I work at home and I am pregnant. When I try to sleep our neighbor's dog inevitably starts barking every third time I lay down. I think it has something wrong with it. I can't play in backyard with my dogs without it barking nonstop. I also don't know what I will do when baby arrives if I can't sleep while the baby sleeps. I am at my wits end!! I am in 3rd trimester so I am already uncomfortable, emotional, and sleep deprived as it is.
Our neighbors complain, but they can't lodge a complaint. They work and don't have time to drive to Pelham during their lunch. There are no options, according to the police officers we have spoken to, to get the paper work for them or have them do this by fax. How ridiculous!! You would think at this time if 2008 there would be a way.
This dog has more rights than we do. I am fed up! I am thinking that the only thing left to do is to take this person to small claims court so that she might consider getting a trainer for the dog, a bark collar, or taking some other action to prevent dog from disturbing the neighbors.
Does anyone have any ideas?

I feel your pain. I had the same problem that you have and it is no fun. I have had neighbors tell me how nice it is that the dog does not bark all the time anymore, but no one heard it when I asked for help. I think people just do not want to get involved.
I understand that you get to a point where you just cannot take it anymore and you are willing to try anything. I tried taking to the neighbor on several different occasions and they just did not care. I used a camera to video the dog barking and took it to Hoover. I posted here and asked for any advice. After 15 months of barking I read posts about making friends with the dog and throwing it a bone. I do not advise any of these suggestions. My neighbor had the police on speed dial and if I had thrown something over the fence, even a dog treat, I would have been arrested. I could not blow my air horn, yell or do anything to bother my neighbors, yet their dog could bark all day and night, but unless three people go to Hoover, it does not count.
My neighbors do not own their home, they live in a home owned by a church and I called the church, posted here and wrote letters to the church. I even made a You Tube video to show what I was hearing all day long. I was desperate. I love pets and I did not want harm to come to the dog, but I have a right to enjoy my home and property. I do not know why they decided to control the dog, but I am thankful. They have done a great job with the dog and I rarely hear their dog bark.
You can only work with the rules you are given. Be creative. If you can file a small claims case, get the dog barking on tape. I was to the point that I did not care how it stopped, I just wanted it stopped. Knock on their door when the dog barks. I did this until they called the police on me and I was told I could not step foot on their property.
